SYDNEY ? A top Australian official says the country is not nervous about China's rising power despite the government's launching of an in-depth review of Asia's growing influence.

The review will examine the benefits and risks of China's and India's rapidly growing power, and the economic, political and strategic impacts of Asia's growth. The results of the inquiry will be released in mid-2012.

Trade Minister Craig Emerson denied Thursday that the inquiry was a sign that Australia was concerned about China's growing global influence.

Emerson told Australian Broadcasting Corp. Radio that Australia is simply telling China it wants to deepen the countries' relationship.

When the Pittsburgh Pirates began the 2011 baseball season by winning wonderfully and flirting with first place, I was filled with hope and enthusiasm. However, after the all-star break, the Pirates went into a slump from which they never arose.

Given such a disappointing season, I asked myself if there was anything I could still say about the Pirates that was positive. What follows are some positive Pirate ponderings:

As part of their community involvement, the Pirates do a wonderful job of celebrating diversity. In May, 2011, for example, the team celebrated Latino Day, during which time fans had a chance to meet Latino players, listen to Latino music and enjoy Latino food.

Also in May, ?the Bucks? hosted a Disability Awareness Fair?an annual event which enables persons with disabilities and the organizations they represent to showcase their programs and services.

Yet another celebration of diversity occurred during the African-American Heritage Days, which were held on July 22nd and 23rd of this year. In addition to honoring the Negro Leagues and African-American contributions to baseball in general, this celebration also served as an acknowledgement of the contributions of Pittsburgh?s local black community.

The final positive point I will ponder is the Pittsburgh Pirates funding and sponsorship of the only wheelchair softball league in Southwestern Pennsylvania. This inclusive league was established in partnership with the Hope Network, a Pittsburgh-based nonprofit which focuses on health and fitness for persons with physical disabilities.

MONDAY, Sept. 26 (HealthDay News) ? Eating fruits and vegetables may reduce the risk of some colorectal cancers, according to a new study.

Austrailian researchers examined the diets of 918 colorectal cancer patients and 1,021 people with no history of the disease and found that consumption of certain vegetables and fruits were associated with a decreased risk of cancer in the proximal and distal colon ? that is, the upper and lower portions of the colon.

Consumption of brassica vegetables (also known as cole crops) such as broccoli, kale, cauliflower, turnips and cabbage, for example, appeared to reduce the risk of cancer in the upper colon, while both total fruit and vegetable intake (and total vegetable intake alone) reduced the risk of cancer in the lower colon.

They also found that eating more apples and dark, yellow vegetables was linked with a significantly reduced risk of lower colon cancer.

Yet higher levels of fruit juice consumption were associated with an increased risk for rectal cancer.

The study appears in the October issue of the Journal of the American Dietetic Association.

?Fruits and vegetables have been examined extensively in nutritional research in relation to CRC (colorectal cancer), however, their protective effect has been subject to debate, possibly because of different effects on different subsites of the large bowel,? lead investigator Professor Lin Fritschi, head of the Epidemiology Group at the Western Australian Institute for Medical Research, said in a journal news release.

?It may be that some of the confusion about the relationship between diet and cancer risk is due to the fact that previous studies did not take site of the [colorectal cancer] into account. The replication of these findings in large prospective studies may help determine whether a higher intake of vegetables is a means for reducing the risk? of cancer in the lower colon, Fritschi concluded.

Eni, Total resume some oil production in Libya (AP)

ROME ? Italian and French energy companies have resumed partial oil production in Libya after months of civil war, a potential economic lifeline for Libya's new government as it scrambles to rebuild.

Officials of Libya's transitional government are still awaiting U.N. action to unfreeze billions of dollars in assets. They say the funds unfrozen so far aren't enough to significantly rebuild Libya's health, education and other institutions after 42 years of languishing under Moammar Gadhafi's regime.

Italian energy giant Eni said Monday it has resumed oil production in Libya after months of interruption due to the civil war that toppled Gadhafi's rule. By Monday, 15 wells had been tapped, producing some 31,900 barrels of oil per day.

The French energy company Total said it has restarted some production last week.

It was not clear how long it would take Libya to return to its pre-war production of 1.6 million barrels a day.

But even the limited resumption of oil production is an important psychological sign of foreign energy companies' faith in Libya's future. Libya sits atop Africa's largest proven reserves of conventional crude, and with a population of only 6 million, raked in $40 billion last year from oil and gas exports.

The Libyans say they have enough cash to cover expenses such as public sector salaries for a few months, but much more is needed if nation-building is to get going on a large scale.

Eni said it couldn't estimate how much an impact its first resumption of production might have on the Libyan economy.

French company Total said Monday it had resumed production Friday in partnership with Libya's state-run oil company and a German company at an offshore well called Al Jurf. Production is slowly ramping up and will eventually be 40,000 barrels a day, according to Total spokesman Florent Segura.

Eni's revived production operation has focused on 15 wells at the Abu-Attifel field some 185 miles (300 kilometers) south of the eastern city of Benghazi, and are being conducted by Mellitah Oil & Gas, a partnership between Eni and Libya's state-run National Oil Corp.

Eni said in a statement that other wells will be reactivated "in the coming days" to reach the "required volumes to fill the pipeline" between the Abu-Attifel field and the Zuetina port on the Mediterranean. The Abu-Attifel field was the first "giant" oil field discovered by Eni in the 1960s.

Spain's Repsol YPF said Monday it hasn't restarted production yet at the fields it operated in Libya and doesn't yet know when that could resume. No Repsol employees have been sent yet to the firm's facilities in Libya, but the company is using Libyans and contractors to assess its infrastructure there.

"Repsol continues to closely monitor events in Libya," said company spokesman Kristian Rix.

Eni has been active in Libya, Italy's former colonial ruler, since 1959 and is the largest foreign player there in terms of hydrocarbon production. Before full-scale civil war erupted in February, Eni was producing 273,000 barrels of oil equivalent per day in Libya. Eni's operations, mirroring Libya's oil sector in general, ground to a halt because of the fighting.

Natural gas is another mainstay of Libya's economy.

Eni CEO Paolo Scaroni visited Tripoli earlier this month to lay the groundwork for relaunching Libyan gas exports to Italy via the Greenstream pipeline, which can carry roughly 10 billion cubic meters of natural gas per year. It hasn't been operational since late February.

Scaroni has set what he calls an ambitious target date of Oct. 15 for getting the gas flowing again through Greenstream. His visit to Tripoli marked the first by a foreign company chief.

Officials from the Libyan transitional government have said the new government would respect past contracts and not rush into any new deals.

Our busy lives are crazy enough without having to compare five hundred mutual funds ? we just want simple ways to manage our finances and save a little money.

Recent posts

I?m trying to figure out how exactly I should save for several goals that I have. Here are the things I want to save for:

1. A BlendTec blender ? $300
2. A complete refinishing of the downstairs bathroom ? $3,000
3. A vacation to Germany next summer ? $5,000
4. A car replacement ? $12,000
5. A house down payment ? $25,000

How do I prioritize these things? How do I go about saving for different goals? Where do I put these different batches of money?

This is a great question, one that you spelled out incredibly clearly and one that most of us struggle with to some extent.

Let?s break down your question into multiple pieces.

How exactly do I save for multiple goals at once? The easiest way to do this is to choose a bank that facilitates this process quite easily. I can recommend two banks for this ? ING Direct and SmartyPig. I?ve used both of these banks. They both have great customer service and they each have a set of tools to make saving for a lot of goals quite easy.

With ING Direct, you simply open an account there, which will give you a single savings account. Once you?ve done that, it?s quite easy to simply open additional savings accounts and give them each nicknames. Just create an account for each goal.

With SmartyPig, you actually create savings goals within your account. You can create as many as you?d like.

With both of these, you simply link your new account to your regular checking account and set up automatic transfers to fund each of the goals or specific savings accounts. Easy as pie!

But how much do I save for each goal? The key thing to remember with any and all savings goals is that you?re trying to come up with a certain dollar amount at a certain time. Shannon certainly knows what her dollar amounts are, but she?s mostly unclear as to the timeframe.

Let?s come up with some examples of deadlines that Shannon might decide on.

Shannon wants the blender before Christmas, so she has three months to save for the $300 blender.
She wants to refinish the downstairs bathroom next spring, so she has six months to save for the $3,000 renovation.
She wants to travel next summer, so she has nine months to save for the $5,000 trip.
She wants to replace her car in two years, so she has twenty four months to save for the $12,000 car replacement.
She wants to buy a house in four years, so she has forty eight months to save for the $25,000 house down payment.

So, how much does she have to save per month for each goal?

For the blender, she needs to save $100 per month ($300 divided by 3 months).
For the downstairs bathroom, she needs to save $500 per month.
For the trip next summer, she needs to save $555 per month.
For the car replacement, she needs to save $500 per month.
For the house down payment, she needs to save $521 per month.

Now, that seems pretty stiff, doesn?t it? That?s a total of about $2,200 per month to save. What if Shannon can only save $1,000 per month for her goals?

There are two ways to do this. One is to simply prioritize. Is there one goal (or more than one) that can be postponed for a while?

The other is to simply focus on the goals chronologically. In other words, she goes through that list and applies the full $1,000 toward each goal on the list, with the nearer-term goals at the top and the longer term goals at the bottom.

So, during the first month, she?d put $300 toward the first goal, completely fulfilling it. She?d then drop $700 toward the second goal. Over the next two months, the full $1,000 would go toward the second goal. In December, she?d put $300 toward the second goal, fulfilling it, then put $700 toward the trip goal. This will get her pretty close to fulfilling all five of the goals.

In other words, if all of the goals have a high priority, put all of your savings toward the one with the closest deadline. When it?s fulfilled, move on to the next goal.

Jake Burton Diagnosed With Cancer

We just learned, and are sorry to hear, that Jake Burton informed employees and team riders this week that he has a very curable form of cancer, according to an email memo that went out earlier today to the Burton family worldwide.

Burton, who has already under gone three days of chemo therapy, is reportedly doing well but has warned that his work schedule will fluctuate during the next few months. Jake and the Burton crew are extending their thanks in advance for all the support and understanding. Below is the note from Jake updating employees, friends and family.

Good News and Bad News

The bad news is that I have cancer. The good news is that it is as curable as it gets. What I have is called Seminoma, also known as Testicular Cancer (think Lance Armstrong). I have three months of chemo ahead with the possibility of surgery along the way.

Last week was a rough one for me and Donna in that for several days my prognosis looked far, far worse. What struck me and everyone around me as unusual during this time was the fact that I didn?t get that upset about my situation. I have come to the conclusion that this for sure is simply a reflection of the people I?m surrounded and supported by.

Starting with a perfect wife, 3 loving sons, and a stable of amazing friends, I am way ahead of your average bear in the support department. But the support that I feel from this company and all of you is what puts me on another level; starting with the best Senior Management Team I?ve ever seen here, on through to every Burton employee all over the world. I hope that, should any of you find yourself in a similar predicament, Burton can provide you with the same sense of peace and support.

I have no idea what my work schedule is going to be, but I assume it will have its ups and downs. I will keep you posted on Yammer and e-mail with my progress.

In the meantime, the best thing you can do for me is to keep kicking ass the way you have been.

With Solyndra-gate stretching into another week, it seems like a good time to point out that not only is the bankruptcy of the California solar start-up an intentional distraction from larger questions about U.S. solar policy, it is also a distraction from other green jobs programs, one of which is doing pretty well.

The federal Weatherization Assistance Program (WAP), created in 1976 to save energy in the midst of the first oil crisis, offers a comprehensive array of weatherization services to 8 million low-income households. Funded through Community Action Agencies (CAAs), created by Lyndon Johnson' War on Poverty, the WAP is the anti-Solyndra, a symbol of what the Obama administration got right on green jobs.

Double-glazed windows and insulated water heaters lack the luster of mammoth solar farms, high-tech innovation funds and shiny new photovoltaic panels. But the process of making the homes of low-income families more energy-efficient by conducting energy audits, installing insulation, sealing gaps and cracks, replacing drafty windows and doors, sealing air ducts and improving ventilation has proven effective in saving money and energy while creating jobs.

Since the Obama administration allocated $5 billion to weatherization programs with the American Recovery and Reinvestment Act (ARRA), more than 500,000 homes have been weatherized, 84 percent of the goal of 592,000, putting the program ahead of schedule and under budget.

And despite House Speaker John Boehner's claim that weatherization would "do little or nothing to create jobs in the short term," weatherization assistance has been one of the most successful job-creation efforts funded by the stimulus package. The program has created the equivalent of between 14,500 and 18,000 full-time jobs each quarter, making it the seventh most effective ARRA-funded program out of approximately 200, according to the Obama administration. Small businesses, in particular, stand to benefit: The Energy Future Coalition estimates that 91 percent of businesses hired to undertake retrofits employ fewer than 20 people.

The weatherization process has not been without difficulties. A year into the program, a report that less than 8 percent of homes had been weatherized spurred a wave of articles reporting a "stormy start," with some already denouncing the program as a failure. Many states struggled at first to scale up their programs quickly and effectively, particularly those in warm-weather regions where weatherization spending was lower to begin with. And charges of mismanagement have plagued a few states, particularly Delaware, where the weatherization program is now on hold pending an investigation of allegations of fraud.

For the most part, though, the weatherization program has been one of the success stories of the Recovery Act. As of last week, Washington state has weatherized over 156 percent of its target houses. Texas not only managed to meet the challenge of scaling its program from $13 million to $327 million under ARRA -- a 24-fold increase that Gordon Anderson of the Texas Department of Housing and Community Affairs compared to "drinking out of a fire hose" -- but has completed 43,814 homes as of Sept. 19, a figure well above its target of 37,699. As of June, Idaho had weatherized 128 percent of its target houses, while Vermont and Maine, respectively, had weatherized 123 percent and 106 percent of target houses.

Planning and training are the key factors in their ability to successfully scale their weatherization programs, according to staffers who worked on the program. What some characterized as a "slow start" was in fact largely the expected effect of a period of intensive planning and capacity-building. Christina Zamora of the Community Action Partnership of Idaho called it "a lot of tedious planning on the front-end" that paid off once work began in earnest.

While not all states have been so successful, and some have encountered more speed bumps than others, hardly any states can be characterized as outright failures. As of June, only five states had completed less than half the projected number of houses, and nearly all (with the exception of Delaware) claim to be on track to complete or exceed their targets by the time ARRA funding expires in March 2012. Indeed, with six months remaining, most states are still at the height of production, with many completing projects at well over 100 percent of the projected rate.

Still, right-wing groups have sought to paint state weatherization programs as rife with fraud and abuse, pointing to inspections detailing subpar construction work as evidence of government waste and ineptitude. Yet Anderson argues that the problems revealed by audits and inspections actually demonstrate that states have been "extremely vigilant" in overseeing the WAP expansion in order to hold contractors and subrecipients accountable and ensure that spending actually benefits low-income households.

At a time when poverty in America is at an all-time high, the benefits are substantial. Though cost savings vary with fuel prices, the Department of Energy estimates that weatherization reduces household energy bills by an average of $350 per year, and overall, the program produces approximately $2.51 in benefits for every dollar spent: $1.80 in reduced energy bills and $.71 in non-energy benefits like increased employment, improved housing quality, and better health and safety.

Weatherization also reduces the carbon emissions of an average house by approximately 2.65 metric tons annually, more than you'd save driving a Prius instead of a regular sedan for a year. Indeed, a study by the National Academy of Sciences finds that household-level actions, including weatherization, could reduce U.S. carbon emissions by approximately 7 percent with little to no reduction in household well-being.

Despite these myriad benefits, the future of the weatherization program is up in the air. It's too soon to know for sure what will happen when Recovery Act funds run out in March, but many are worried that newly trained workers and better-equipped agencies may be left without jobs despite long waiting lists for weatherization assistance.

Steve Payne, the managing director for housing improvements and preservation in Washington state, said, "We'd hoped ARRA would be a bridge to recovery," but admitted that Washington's economy is still struggling, with an unemployment rate hovering around 9.3 percent. People hired and trained by ARRA, Payne worries, will have trouble finding jobs when the program ends. Still, he says, things could have been far worse if it hadn't been for ARRA and other recovery funds.

"We can feel good in the weatherization program that we did give people jobs, we did support those local businesses, we did make a difference to local households."

But whether those jobs will extend past the ARRA period is in question. While Recovery Act funds have allowed local agencies and businesses to build capacity, train workers and invest in equipment, the for-profit weatherization market that the administration hoped would emerge has yet to materialize -- at least right now. Payne thinks that the struggle to cope with reduced budgets has increased awareness of and interest in energy conservation measures, but that most people just don't have the cash to undertake renovations themselves.

But that doesn't mean that weatherization isn't a good investment; upfront costs are a hard sell even for things that pay for themselves in the long run, and that's particularly true in a recession. In fact, weatherization is exactly the kind of thing we should be funding; it's something that people would like to do but cannot afford during the downturn. Indeed, the Brookings Institution and the U.S. Council on Green Buildings project significant growth in the green construction industry over the next few years, meaning that the prospects for workers who have received weatherization training under ARRA are good in the long run: Funding weatherization at a heightened level now could help ease the transition while the industry continues to get off the ground.

Instead of increasing funding for the regular weatherization assistance program, however, the Obama administration is said to be seeking to move away from directly subsidizing weatherization toward competitive funding programs like the Social Innovation Fund and Race to the Top grants. Prospects are even worse in Congress: The 2012 budget passed by the House would allocate just $33 million to weatherization, an 80 percent cut from the 2011 budget that would essentially kill the program. The bill going before the Senate would freeze 2012 funding at the 2011 level of $174 million, which would keep the program running but fail to take advantage of the increase in capacity that resulted from ARRA.

Furthermore, funding for CAAs themselves is also in peril: Obama's proposed 2012 budget would cut community services block grants, the main source of support for CAAs, in half. Obama went so far as to mention the cuts in his State of the Union address earlier this year as an example of his willingness to compromise, stating that "I've proposed cuts to things I care deeply about, like community action programs." Cutting funding to CAAs would put a strain on the networks of people, skills and organizations that made the WAP ramp-up a success, and could undermine the capacity to implement such large-scale projects in the future.

This is the reality of policy success in the Great Recession. The scale-up of WAP built the capacity to undertake an enormous number of projects that advance a number of widely agreed-upon goals, but instead of taking advantage of the investments already made, certain elements of Congress -- we all know which ones -- are proposing to jettison the endeavor entirely. This is exactly the kind of program we should be funding while we work toward longer-term job and energy solutions, but instead we seem set on bleeding ourselves to death.?
